Police Release Details of Clover Township Crash

CLOVER TWP., Pa. (EYT) – Police have released the details of a one-vehicle crash that occurred in Clover Township late Monday afternoon.

According to Punxsutawney-based State Police, around 4:57 p.m. on Monday, August 13, 45-year-old Frank E. Kandcer of Elizabeth, Pa, was driving a 2003 Chevrolet Tahoe, traveling north on State Route 28 in Clover Township, Jefferson County. There was a light rain, and the roadway was wet.

Police say Kandcer was traveling too fast for the conditions on an uphill slope and failed to negotiate a left-hand curve in the roadway. Kandcer lost control of his vehicle. It spun 180 degrees and struck the embankment along the southern portion of the road at its intersection with Moore Road.

After the initial impact, the vehicle continued on its path and struck a warning sign before coming to a final rest.

Kandcer and his passengers – 41-year-old Christie L. Kandcer of Elizabeth and two 13-year-old juveniles – were all wearing seatbelts and were not injured.

Kandcer was charged with a traffic violation.

The vehicle was removed from the scene by Leadbetter’s Towing.

Summerville Volunteer Fire Department assisted at the scene with traffic control.
