PHILADELPHIA, Pa. – Philadelphia police said a woman who stole a taxi picked up fares and pretended to be a cab driver before she was arrested by officers.
The Philadelphia Police Department said the 65-year-old suspect hailed a cab about midnight Thursday and she asked the driver to pull over while en route to the Sugarhouse Casino.
