26-Year-Old Man Accused of Sexual Assault of Teen in Bell Township

crime-newsBELL TWP., Pa. (EYT) – A 26-year-old man is facing criminal charges for alleged sexual assault of a teenage girl.

According to a criminal complaint filed on February 13, 2017, Officer Rupp, of Punxsutawney-based State Police, received two forensic interviews of a female victim conducted at Western PA Cares for Kids

The interviews were conducted on November 9, 2015, and January 27, 2016.

The complaint states that Officer Rupp viewed the interviews in which the victim described having sexual relations with and/or sending nude images and videos to several men over the age of 18. One of the individuals was 26-year-old Kyle Edward Dukes, of Northern Cambria, Pa.

In the forensic interviews, the female victim stated that she and Dukes had sex on two occasions, both occurring in October of 2015. One of the occasions was in Duke’s car in the parking lot of Cloe Lake in Bell Township, Jefferson County, and the other was at a residence, the complaint continues.

The victim stated that both sexual encounters were consensual and that Dukes was aware of her age at the time, according to the complaint.

Office Rupp received copies of Facebook conversations that the victim had with multiple male subjects. In viewing the conversations, the encounter at Cloe Lake with Dukes occurred on October 5, 2015, sometime between 1:09 a.m. and 2:36 a.m., and the encounter at the residence occurred on October 9, 2015, sometime between 1:29 a.m. and 5:20 a.m., the complaint indicates.

On November 30, 2016, Dukes was interviewed at PSP Punxsutawney. Dukes acknowledged that he knew the victim and had given her a ride home sometime in the fall of 2015 and had seen her at his friend’s residence sometime after the time he gave her the ride home, the complaint states.

According to the complaint, Dukes denied any type of sexual contact with the victim, and he indicated that “he wasn’t some type of pervert that messed with young girls.” After being confronted with the Facebook conversation between him and the victim in which they discussed meeting for sex and then commented on the sexual encounters on October 5, 2015, and October 9, 2015, he conceded that “it looked bad, but he maintained that he never had any form of sexual relations with the victim.”

Based on his investigation, Officer Rupp filed the following charges against Dukes in Magisterial District Judge Douglas Robert Chambers’ office on February 13:

  • Statutory Sexual Assault: 11 Years Older, Felony 1 (two counts)
  • IDSI (Involuntary Deviate Sexual Intercourse) Person Less Than 16 Yrs Age, Felony 1 (two counts)
  • Aggravated Indecent Assault – Comp. Less Than 16, Felony 2 (two counts)
  • Corruption Of Minors – Defendant Age 18 or Above, Felony 3 (two counts)
  • Indecent Assault Person Less 16 Yrs Age, Misdemeanor 2 (two counts)

Court documents indicate a summons was issued for Dukes on February 13, 2017.

A preliminary hearing is scheduled for 9:30 a.m. on April 13, 2017, with Judge Chambers presiding.
