AG Kane: Dealers With Ties to Detroit Oversaw Sale of Cocaine & Heroin in Venango County

Kane’s office today announced criminal charges have been filed against 43 individuals in connection with a drug trafficking organization responsible for distributing significant quantities of cocaine and heroin in Venango County.

The charges are the result of a joint investigation conducted by the Office of Attorney General’s Bureau of Narcotics Investigation and the Pennsylvania State Police Bureau of Criminal Investigation, Northwest Strike Force Unit. The investigation also relied upon the work of several local police departments — including the City of Franklin and Oil City Police Departments — that were part of an Organized Crime Drug Enforcement Task Force assembled for this case.

“The individuals charged in this case are not only those dealing in the streets — they are the architects of an organization that operated with no regard for the citizens who live in these communities,” Attorney General Kane said. “The dismantling of this organization will help preserve a safer environment for the people of Venango County.”

“This investigation is the result of great teamwork between law enforcement agencies,” Pennsylvania State Police Commissioner Tyree C. Blocker said. “The end result will make Pennsylvania a safer place by getting these individuals off the streets.”

This investigation commenced in May of last year. Investigators determined that Calvin Ludy, originally from the Detroit area, was the head of the drug trafficking organization, which operated primarily in Franklin and Oil City. Ludy attempted to insulate himself from law enforcement by having his associates, including Antonyo Harris, deal cocaine on his behalf, according to investigators.

Investigators obtained a court-authorized wiretap on a telephone utilized by Ludy. The wiretap aided investigators in locating the residence where it is alleged that Ludy stored cocaine and another residence where he allegedly processed crack cocaine.

Meanwhile, investigators allege Harris, another former Michigan resident, and his wife, Stephanie Harris, obtained cocaine from Ludy and sold it on his behalf. Other court-authorized wiretaps, including one on a telephone belonging to Harris, further proved that Harris and his associates were dealing cocaine and heroin. The heroin, which Harris dealt independently of Ludy, was allegedly obtained from a courier who brought the heroin in from Detroit, according to investigators.

Investigators through the course of their investigation utilized confidential informants and made multiple controlled purchases of drugs from individuals who were charged in connection with Ludy’s organization.

Investigators on March 30 executed seven search warrants as part of their investigation. Five of the residences were in Venango County and the two others were in Erie County. The searches were executed at:

  • 744 Grandivew Road, Oil City — a recent residence of Calvin Ludy.
  • 335 Oak Road, Oil City — the residence where Calvin Ludy and his wife, Jessica Ludy, resided.
  • 307 Plummer St., Oil City — the residence of Antonyo and Stephanie Harris.
  • 113 Buffalo St., Franklin — a residence used by Calvin Ludy and his associates.
  • 318 Pacific St., Franklin — the residence of Jesse McLemore, an associate of Calvin Ludy’s.
  • 2918 Poplar St., Erie — the residence of Tuesdy Seippel, who is accused of operating a stash house for Calvin Ludy.
  • 1418 Lynn St., 2nd Floor, Erie — the residence of Javon Albright and Virginia Loggins, two of Calvin Ludy’s associates.

The searches resulted in the seizure of approximately 24½ ounces of cocaine valued at roughly $34,425, approximately 14 grams of crack cocaine and 3½ grams of heroin valued at $1,800. Investigators also seized approximately $35,000 in cash, two assault rifles, eight vehicles, three motorcycles, one four-wheeler, a mini bike, one dirt bike and several electronic devices.

In addition to the law enforcement agencies mentioned above, others participating in the investigation were the Venango County District Attorney’s Office and task force officers from the Erie, Edinboro, Lake City and Cambridge Springs Police Departments.

Attorney General Kane thanked all participating agencies for their work on this investigation. She stressed that these arrests will have a significant impact on Franklin and Oil City, as well as Venango County as a whole.

The defendants will be prosecuted by Deputy Attorney General Roger M. Bauer of the Office of Attorney General’s Drug Strike Force Section and the Office of Venango County District Attorney D. Shawn White.

Below is a list of the 13 individuals who were arrested March 30 in conjunction with the execution of the seven search warrants. The list includes the defendants’ names, their last known addresses and the charges they face. 

Calvin Ludy, 28, 335 Oak Road, Oil City, is charged with two counts each of corrupt organizations and possession of a controlled substance, as well as one count each of criminal conspiracy, possession with the intent to deliver a controlled substance, delivery of a controlled substance, criminal use of a communication facility and dealing in proceeds of unlawful activity (cocaine/marijuana).

Antonyo Montez Harris, 30, 307 Plummer St., Oil City, is charged with seven counts of possession of a controlled substance, four counts of delivery of a controlled substance, three counts of delivery or possession with the intent to deliver a controlled substance, two counts of corrupt organization and one count each of criminal conspiracy, criminal use of a communication facility and dealing in proceeds of unlawful activities (cocaine/heroin/marijuana).

Stephanie Renee Harris, 30, 307 Plummer St., Oil City, is charged with three counts each of delivery or possession with the intent to deliver a controlled substance and possession of a controlled substance, two counts of corrupt organization and one count each of criminal conspiracy, criminal use of a communication facility and dealing in proceeds of unlawful activity (heroin/cocaine/marijuana).

Marquail Antwan Sherod, 26, 317 Webster St., Rochester, is charged with two counts of corrupt organization, three counts each of delivery or possession with the intent to deliver a controlled substance and possession of a controlled substance and one count each of criminal conspiracy, criminal use of a communication facility and dealing in proceeds of unlawful activity (heroin/cocaine/marijuana).

Sarah Hoffman, 19, 603 Cooper Ave., Oil City, is charged with two counts of corrupt organization, three counts each of delivery or possession of a controlled substance with intent to deliver and possession of a controlled substance and one count each of criminal conspiracy, criminal use of a communication facility and dealing in proceeds of unlawful activity (cocaine/heroin/marijuana).

Jesse Jermaine McLemore, 41, 318 Pacific St., Franklin, is charged with six counts each of delivery of a controlled substance and possession of a controlled substance, two counts of corrupt organization and one count each of criminal conspiracy, criminal use of a communication facility and dealing in proceeds of unlawful activity (cocaine/heroin).

Meagan Brianna Henderson, 22, 13½ Manning St., Oil City, is charged with two counts each of corrupt organization, delivery or possession with the intent to distribute a controlled substance and possession of a controlled substance, as well as one count each of criminal conspiracy, criminal use of a communication facility and dealing in proceeds of unlawful activity (cocaine/heroin).

Javon Albright, 34, 1418 Lynn St., Floor 2, Erie, is charged with two counts of corrupt organization and one count each of criminal conspiracy, delivery or possession with the intent to deliver a controlled substance, possession of a controlled substance, criminal use of a communication facility and dealing in proceeds of unlawful activity (cocaine).

Virginia Renee Loggins, 30, 1418 Lynn St., Floor 2, Erie, is charged with two counts of corrupt organization and one count each of criminal conspiracy, delivery or possession with the intent to deliver a controlled substance, possession of a controlled substance, criminal use of a communication facility and dealing in proceeds of unlawful activity (cocaine).

Tuesdy Lynn Seippel, 41, 2918 Poplar St., Erie, is charged with two counts each of corrupt organization and possession of a controlled substance, as well as one count each of criminal conspiracy, possession with the intent to deliver a controlled substance, delivery of a controlled substance, criminal use of a communication facility and dealing in proceeds of unlawful activity (cocaine/marijuana).

Genesis Lurey Chrispen, 28, Pin Oak Village Apartments, Building 11H, 139 Acorn Drive, Seneca, is charged with two counts of corrupt organization and one count each of criminal conspiracy, delivery or possession with the intent to deliver a controlled substance, possession of a controlled substance, criminal use of a communication facility and dealing in proceeds of unlawful activities (heroin).

Akeyba Royell Boyd, 38, of Detroit, Mich., is charged with one count each of possession with the intent to deliver a controlled substance, possession of a controlled substance, possession of a small amount of marijuana and possession of drug paraphernalia (cocaine/marijuana).

Antonio Voneric Parnell, 36, no fixed address, is charged with one count each of delivery of a controlled substance, possession of a controlled substance, possession of drug paraphernalia and criminal use of a communication facility (crack cocaine).

Below is a list of 30 other suspects in the Ludy organization who were being sought today by law enforcement officers. This list also includes the defendants’ names, their last known addresses and the charges they face.

Donald Aguilera, 51, 512 Buffalo St., Franklin, is charged with one count each of possession of a controlled substance, criminal conspiracy and criminal use of a communication facility (cocaine/heroin/marijuana).

Dawn Ann Bellinger, 27, 12 Stout St., Apt. 1, Oil City, is charged with one count each of possession of a controlled substance, criminal conspiracy and criminal use of a communication facility (cocaine/heroin/marijuana).

Rita Marie Bugna, 50, 935 W. First St., Apt. 3, Oil City, is charged with one count each of delivery or possession with the intent to deliver a controlled substance, criminal conspiracy and criminal use of a communication facility (heroin/cocaine/marijuana).

Alex Olaf Chechak, 43, 101 Gilmore St., Seneca, is charged with one count each of possession of a controlled substance, criminal conspiracy and criminal use of a communication facility (cocaine/heroin/marijuana).

Amy Jo Donovan, 34, 819 State Route 427, Franklin, is charged with one count each of possession of a controlled substance, criminal conspiracy, criminal use of a communication facility and prostitution (cocaine/heroin/marijuana).

Thomas Eugene James, 63, 109 Ridge Ave., Oil City, is charged with one count each of possession of a controlled substance, criminal conspiracy and criminal use of a communication facility (cocaine/heroin/marijuana).

Casey Lee London, 36, 136 Follette Drive, Oil City, is charged with one count each of delivery or possession with the intent to deliver a controlled substance, criminal conspiracy and criminal use of a communication facility (heroin/cocaine/marijuana).

Jessica Ann Ludy, 30, 335 Oak Road, Oil City, is charged with two counts of corrupt organization and one count each of criminal conspiracy, criminal use of a communication facility and dealing in proceeds of unlawful activities (cocaine/marijuana).

Randal James Malone, 44, 92 Acorn Ave., Oil City, is charged with one count each of possession of a controlled substance, criminal conspiracy and criminal use of a communication facility (cocaine/heroin/marijuana).

Hope Nicole Marshall, 21, 10 Arbor Circle, Apt. 503, Franklin, is charged with one count each of possession of a controlled substance, criminal conspiracy and criminal use of a communication facility (cocaine/heroin/marijuana).

Jennifer Jo Moon, 28, Washington St., Oil City, is charged with one count each of possession of a controlled substance, criminal conspiracy, criminal use of a communication facility and prostitution (cocaine/heroin/marijuana).

Shannon Marie Norr, 34, 353 Erie St., Franklin, is charged with two counts of corrupt organization and one count each of criminal conspiracy, delivery or possession with the intent to deliver a controlled substance, possession of a controlled substance, criminal use of a communication facility and dealing in proceeds of unlawful activities (cocaine/heroin).

Kevin Michael OBrien, 47, 151 Plum St., Apt. 207, Oil City, is charged with one count each of possession of a controlled substance, criminal conspiracy and criminal use of a communication facility (cocaine/heroin/marijuana).

Cara Ann Patsy, 29, 708 Fern Ave., Franklin, is charged with one count each of possession of a controlled substance, criminal conspiracy and criminal use of a communication facility (cocaine/heroin/marijuana).
