Smith served in the U.S. Army for three years during the Korean Conflict.

Smith served with the Pennsylvania State Police for 30 years obtaining the rank of Sargent prior to his retirement in July of 1982.

In 1986 he was elected Clarion County Sheriff and served 4 consecutive terms prior to his retirement from public service in January 2002. In 1996 Vern also served as the President of the Pennsylvania Sheriffs Association.
