Area Man Charged With Fleeing Traffic Stop in Brockway Waives Hearing

JEFFERSON CO., Pa. (EYT) – An area man who reportedly fled a traffic stop in Brockway earlier this year waived his hearing in court on Thursday.

Court documents indicate the following charges against 38-year-old Michael Franci Serafini, of Brockport, were waived for court on October 14:

– Flight To Avoid Apprehension/Trial/Punishment, Misdemeanor 2
– Hinder Apprehension/Prosecution-Harbor Or Conceal, Misdemeanor 2
– DUI: Highest Rate of Alcohol (BAC .16+) 1st Offense, Misdemeanor 1
– Obedience to Traffic-Control Devices, Summary
– Careless Driving, Summary
– Reckless Driving, Summary
– Turning Movements And Required Signals, Summary
– Disregard Traffic Lane (Single), Summary
– Fail To Carry Registration, Summary
– Driving Without A License, Summary
– Exceed Max Speed Limit Established By 40 MPH, Summary

The charges have been transferred to the Jefferson County Court of Common Pleas.

Serafini is currently free on $5,000.00 unsecured bail.

The charges stem from an incident in Brockway Borough, Snyder Township, Jefferson County, in May.

Details of the case:

According to a criminal complaint, around 2:45 a.m. on May 11, DuBois-based State Police observed a black motorcycle traveling through Brockway Borough at a high rate of speed and clocked it at 80 miles per hour in a posted 40 mile per hour zone.

The complaint states the motorcycle was also weaving in its lane of travel and crossed over the double yellow line into oncoming traffic. It also made a wide turn onto Rattlesnake Road and failed to use a turn signal.

Police then attempted to initiate a traffic stop, but the motorcycle reportedly accelerated and failed to stop and a pursuit began.

According to the complaint, the operator of the motorcycle then failed to negotiate a curve near Germantown Road, causing him to go into a private driveway. He then proceeded into the yard where he laid the motorcycle down on the grass, then fled on foot.

Police continued the pursuit on foot and were able to locate the operator under a porch in a woodpile lying face up with his helmet still on. He was then placed under arrest.

The operator, later identified as Michael Franci Serafini, initially refused to answer any questions and refused a field sobriety test, the complaint notes.

According to the complaint, police observed Serafini had bloodshot eyes, slurred speech, and a strong odor of alcohol around him.

Brockway Ambulance then responded to the scene to evaluate Serafini, but he refused EMS services. He was later transported to Penn Highlands DuBois Hospital for a blood test, but he reportedly refused to comply.

The charges were filed against Serafini through Magisterial District Judge David B. Inzana’s office on August 4.
