According to a criminal complaint filed by Punxsutawney-based State Police Tpr. Weaver, the investigation was initiated after the female victim reported to police that she was sexually abused by Tetro on several occasions between September 1994 and March 1998 at a residence in Summerville Borough, Jefferson County.

The victim was interviewed by Tpr. Weaver on August 8, 2017, around 1:00 p.m. at PSP Punxsutawney. The interview took place in the presence of a Passages counselor advocate.

The victim told Tpr. Weaver that the abuse began when she was 6-years-old and continued through age 10.

According to the criminal complaint, Tetro was working at a local youth facility as a counselor at the time of the alleged sexual assaults.

Most of the alleged abuse occurred within the Summerville residence; however, the victim said that two of the incidents occurred inside a Michigan home.

She indicated that the sexual acts occurred almost daily between the ages of 6 and 7. From ages 8 to 10, the abuse was more limited as Tetro had fewer opportunities to be alone with the victim; however, she could not be sure of the exact number of times the abuse occurred during this period.

According to the criminal complaint, the sexual abuse included but was not limited to oral sex.

The victim indicated that she was “trained” by Tetro to perform these acts on him “as if it was normal behavior,” the complaint said.

Additionally, the victim provided police with court documentation from 2008 that referenced the suspected sexual abuse.

Tpr. Weaver also interviewed a woman who stated that the victim told her about the sexual abuse in 2011. She provided additional details that further corroborated the allegations.*

On February 20, 2018, around 11:30 a.m., the victim contacted Tetro and carried on a 19-minute phone conversation with him. During the conversation, Tetro allegedly indicated that he was sorry for what he had done, according to the criminal complaint.

During the conversation, Tetro indicated “that it is easy to repress feelings like that when you don’t have a constant reminder around.”

According to the criminal complaint, Tetro indicated that it is “normal for (the victim) to be reliving those memories.”

Tetro also allegedly asked during the conversation, “Don’t you remember the night when I said sorry honey we can’t do this anymore? Young ladies don’t do this and I want you to grow up to be a beautiful young lady.”

The victim called Tetro again on February 27, 2018, around 10:23 a.m., and asked him if he remembered the incidents.

According to the criminal complaint, Tetro allegedly responded, “Yeah, yup, pretty much, yup.”

She asked him again about a specific type of abuse, and he responded by saying, “Yup.”

Tpr. Weaver concluded the criminal complaint by stating, “I believe that there is overwhelming evidence to support that (Tetro) did sexually assault the victim throughout the timeframes provided within this court’s jurisdiction and is responsible for committing the alleged criminal offenses.”

Tetro was taken into custody on Thursday, March 1, 2018, and arraigned at 5:10 p.m. before District Judge Gregory M. Bazylak in Brookville.

A preliminary hearing is slated for March 15, 2018, at 10:15 a.m. with Judge Bazylak presiding.

Tetro was lodged in the Jefferson County Jail after failing to post $500,000.00 cash bail.
