Charges Against Area Man Accused of Groping Woman Move Forward

JEFFERSON CO., Pa. (EYT) – Charges against an area man who allegedly groped a woman while they were having a conversation in a vehicle in Winslow Township were waived for court.

Court documents indicate the following charges against 19-year-old Joel Isaac Puncheon, of DuBois, were waived for court during a preliminary hearing on Wednesday, February 23:

– Indecent Assault-Without Consent Of Other, Misdemeanor 2
– Harassment – Subject Other to Physical Contact, Summary
– Disorder Conduct Hazardous/Physical Offense, Summary

The charges have been transferred to the Jefferson County Court of Common Pleas.

Puncheon remains free on $10,000.00 unsecured bail.

Details of the case:

According to a criminal complaint, around 10:45 p.m. on September 13, 2021, a known victim reported to DuBois-based State Police that she was assaulted by Joel Puncheon in his vehicle.

According to the complaint, the victim told police that Puncheon’s vehicle, a dark-colored 2013 Subaru Outback, was parked in her driveway in Winslow Township when the incident took place.

The victim reported that she was having a conversation with Puncheon and reached across the center console to give Puncheon a hug before attempting to leave the vehicle. She indicated Puncheon grabbed her neck with his left hand and attempted to pull her on top of him, over the center console to the driver seat, and place her on his lap. She told police Puncheon then took her hand and placed it on his groin area over his pants.

Following the incident, Puncheon reportedly left the scene in his vehicle and the victim contacted police to make a report.

The complaint notes the victim told police she struggled to get away from Puncheon, who had grabbed her right breast from under her shirt and tried to remove her shirt.

Puncheon was arranged by Judge Inzana on December 29, 2021.
