It is comprised of chief law enforcement officers primarily from 21 counties in the western part of the Commonwealth of Pennsylvania. The 21 counties are: Allegheny, Armstrong, Beaver, Butler, Cameron, Clarion, Crawford, Elk, Erie, Fayette, Forest, Greene, Indiana, Jefferson, Lawrence, McKean, Mercer, Venango, Warren, Washington and Westmoreland.
Hall took office on January 2nd. This is the first time a chief of police from northwest Pennsylvania has been elected to serve as president. The Western Chiefs have 400 members. The association, which covers a third of the state, is the largest of the four that make up the Pennsylvania Chiefs of Police Association, which has 1,300 members. Chief Hall is currently a vice president with the Pennsylvania Chiefs of Police Association.
The organizations are concerned about issues ranging from police education to officer safety issues and changes in legislation that effect law enforcement.
Hall has been a police officer for 33 years in the Pittsburgh area and Clarion. He was appointed Clarion Police Chief in June 2003.
