Hearing Set for Brookville Man Accused in Violent Altercation

BROOKVILLE, Pa. (EYT) – A hearing has been set for a Brookville man facing felony assault and related charges in relation to a violent altercation that occurred at his residence in Brookville earlier this year.

Court documents indicate 37-year-old Frank Welton Carrier Jr., of Brookville, is scheduled to stand for a preliminary hearing in front of Magisterial District Judge Gregory M. Bazylak at 10:00 a.m. on Thursday, May 2.

He faces the following charges:

  • Aggravated Assault, Felony 1
  • Simple Assault, Misdemeanor 2 (two counts)
  • Disorderly Conduct Engage in Fighting, Misdemeanor 3
  • Harassment – Subject Other to Physical Contact, Summary (two counts)

According to a criminal complaint, Officer Miller, of the Brookville Brough Police Department, received a call for a report of an assault around 1:27 a.m. on Friday, February 15.

Officers responded to the scene. Jefferson County 9-1-1 and an ambulance were also dispatched to the scene.

According to the complaint, the caller, a known woman, met the officers at her residence and advised that she had been struck in the face by Frank Carrier at his residence on Maple Street, and said that her boyfriend had also been assaulted.

The complaint notes that Officer Miller observed a male, identified as the woman’s boyfriend, exit the bathroom of the residence. He had a large laceration above his left eye, his cheek was very swollen, and he had blood all over his face.

According to the complaint, the male victim stated that he and his girlfriend were at Carrier’s house when he and Carrier got into an argument, and Carrier struck him in the face at least five times. The female victim reported that she received a call from Carrier’s wife asking her to get the male victim and their children, and when she arrived, Carrier and the male victim were fighting, and she was then struck on the side of the face by Carrier.

As the victims were being interviewed, Jefferson County EMS arrived at the scene, and the male victim was then transported to the hospital.

Prior to clearing the scene, Officer Miller spoke to the female victim again who reported that her juvenile daughter witnessed the assault and had said that the victim got knocked out, and Carrier was on top of him, punching him. Officer Miller said he would return the following day to speak with the juvenile since it was late. The female victim also warned the officers about Carrier and his level of intoxication and advised them to be careful.

The complaint notes that after leaving the scene, Officer Miller received a call from Jefferson County 911 advising that Frank Carrier had called, admitted he was in a fight and said he didn’t want police to come to his house. Officer Miller then requested the dispatcher contact the State Police to request assistance, contacted Chief Markle about the incident, and also contacted Jefferson County Adult Probation, as the male victim is currently on probation.

Around 2:25 a.m., Officer Miller met Carrier at this residence.

According to the complaint, Carrier was visibly intoxicated, smelled of alcohol, was slurring his speech, and had blood on his clothing. When Officer Miller asked Carrier what happened, Miller stated he got into a fight with the male victim and said the victim started it by saying he was going to kill him in his own house.

Carrier allegedly admitted to cleaning up a lot of blood on the floor, and went on to say the victim “deserved it”, but he was “only defending himself and his household” and also said, “I f***** him up.”

According to the complaint, Carrier went on to say that he was strangled by the victim and kept reiterating that he did nothing wrong, that the victim started it, and that he was only defending himself.

The complaint notes Carrier had some visible scratches on the right side of his neck.

Carrier was then handcuffed and transported to the Brookville Hospital for medical evaluation.

According to the complaint, Carrier gave the officers no trouble and was polite during his visit to the emergency room. During that time, Carrier admitted to the officers that there were two times when he and the victim fought: once inside in the hallway between the living room and the kitchen, and a second time outside on the porch. He also admitted to knocking out the victim, but again stated that he “was just doing what was right”, and continued to minimize and justify his actions.

The complaint notes that Carrier told a staff member at the hospital that the victim never hit him, and that it was “the girl” that hit him in the nose, and then stated, “I hit him, he fell down, he played dead”.

Carrier complained of some injuries to his left hand, though he said that wasn’t the hand he hit the victim with, as well as his neck and his foot. He was seen by a doctor at the emergency room but refused any medical treatment.

The complaint also notes that while they were at the hospital, the officers learned that the male victim had several serious injuries to his face, and had a lot of broken bones. The victim was transported via air medical to a hospital in Pittsburgh for further evaluation.

Carrier was then discharged, transported to the Brookville Police Station for further processing, and then to the Jefferson County Jail.

Carrier was arraigned in front of Magisterial District Judge Gregory M. Bazylak at 9:10 a.m. on Friday, February 15.

Unable to post $20,000.00 monetary bail (10%), he was lodged in the Jefferson County Jail on February 15.

On Wednesday, February 27, Carrier posted a $2,000.00 cash surety, and he was released.
