Local Woman Charged With Picking Up Dropped Wallet, Using Debit Card to Buy Lotto Tickets Waives Hearing

JEFFERSON CO., Pa. (EYT) – A local woman who reportedly picked up a dropped wallet and used the debit card inside to buy over $200.00 in lottery tickets waived her hearing in court on Thursday.

Court documents indicate the following charges against 22-year-old Shacha Mae Frantz, of Reynoldsville, were waived for court on Thursday, July 29:

– Theft By Unlawful Taking-Movable Property, Misdemeanor 1
– Receiving Stolen Property, Misdemeanor 1
– Theft Property Lost Etc By Mistake, Misdemeanor 1
– Access Device Issued to Another Who Did Not Authorize Use, Misdemeanor 1

The charges have been transferred to the Jefferson County Court of Common Pleas.

Frantz remains free on $5,000.00 unsecured bail.

The charges stem from an incident in Punxsutawney Borough in May.

Details of the case:

According to a criminal complaint, around 10:53 a.m. on May 17, a known victim reported to Punxsutawney Borough Police that his debit card and been stolen and used.

The victim told police that he lost his wallet at the East End Uni-Mart in Punxsutawney around 7:50 a.m. on May 16. He reported that he then checked his account and found his debit card had been used several times at the Uni-Mart store and the Sheetz store in Punxsutawney. The victim provided a statement of his account use showing that the card was used to purchase lottery tickets in the amount of $199.00 at the Sheetz store and $60.00 at the Uni-Mart store, the complaint states.

The victim told police he believed more transactions had taken place using his card in the amount of $400.00, the complaint notes.

Police then contacted the Uni-Mart and Sheetz stores to obtain video surveillance footage to identify the individual who had used the card.

According to the complaint, the video from the Uni-Mart store showed the victim dropping his wallet when entering the store. It also showed Shacha Frantz using her foot to push the wallet on the ground out away from the door and then picking it up.

The video also showed Frantz entering the store, going to the lottery ticket machine, and using the victim’s debit card to purchase lottery tickets, the complaint states.

On May 18, Frantz messaged the victim’s wife on Facebook and said she was sorry for what she did. She reportedly asked to make a payment for the theft from the card, according to the complaint.

Several attempts were made to contact Frantz for an interview regarding the theft, but no contact was made, the complaint indicates.

The charges were filed against Frantz through Magisterial District Judge Jacqueline J. Mizerock’s office on June 1.
