Area Man Accused of Sexually Assaulting 10-Year-Old Girl in Jefferson County Due Back in Court on Wednesday

JEFFERSON CO., Pa. (EYT) – An area man accused of inappropriately touching a juvenile at a residence in Winslow Township is due back in court on Wednesday.

Court documents indicate 65-year-old Edward Forrest Frank, of Brockport, is scheduled to stand for a preliminary hearing in front of Magisterial District Judge David B. Inzana at 12:30 p.m. on Wednesday, September 29.

He faces the following charges:

– Indecent Assault Person Less than 13 Years of Age, Felony 3
– Corruption Of Minors – Defendant Age 18 or Above, Felony 3
– Indecent Assault Person Unconscious, Misdemeanor 1
– Corruption of Minors, Misdemeanor 1
– Harassment – Subject Other to Physical Contact, Summary

He is currently free on $40,000.00 monetary bail.

The charges stem from an incident that allegedly occurred at a residence in Winslow Township, Jefferson County.

Details of the case:

According to a criminal complaint, on July 22, DuBois-based State Police received a ChildLine report after it was discovered through a separate investigation that a known female juvenile victim had been touched sexually by Edward Forrest Frank.

The complaint indicates the victim was 10 years old when the incident occurred in December 2017 or January 2018.

The victim then participated in a forensic interview on August 2.

According to the complaint, the victim reported her family was residing with Frank during the time that the incident occurred. She told the interviewer that she fell asleep watching TV in Frank’s room one night while Frank was also on the bed using his computer.

The victim reported that she then woke up to Frank rubbing her genitals, on top of her clothing, with his hand. She reportedly indicated Frank held her legs down while touching her. She told the interviewer she was then able to get up from the bed and go into another room to get away from him.

The complaint notes the victim told the interviewer “I was scared he was going to rape me.”

The complaint also indicates police attempted to interview Frank on August 5, but he refused.

Frank was arraigned in front of Magisterial District Judge David B. Inzana at 10:10 a.m. on August 20.

Frank also waived a hearing on August 31 on child pornography charges. That case is continuing to make its way through the court system.
