New Bethlehem Man Accused of Statutory Sexual Assault of 13-Year-Old Girl

CLARION CO., Pa. (EYT) – A New Bethlehem man is facing charges for the alleged statutory sexual assault of a 13-year-old girl.

Court documents indicate the Marienville-based State Police filed the following criminal charges against 21-year-old Jacob Tyler Hook, of New Bethlehem, on Thursday, September 19:

– Statutory Sexual Assault: 4-8 Years Older, Felony 2
– Corruption Of Minors – Defendant Age 18 or Above, Felony 3
– Corruption of Minors, Misdemeanor 1 (two counts)

According to a criminal complaint, on Tuesday, September 3, Trooper Snyder and Corporal Owen, of the Marienville-based State Police, were dispatched to a residence in Tionesta in regard to a statutory sexual assault investigation.

According to the complaint, during the course of the investigation, it was reported that a 21-year-old male had sexual intercourse with a known 13-year-old female (victim one) at a residence in Leeper, Farmington Township, Clarion County. It was also reported that the 21-year-old furnished alcohol and a THC vape pen to victim one and another 13-year-old female (victim two).

Interviews with Victim One

Trooper Snyder spoke to victim one who admitted to drinking alcohol and using marijuana via a THC vape pen, which was supplied to her by a 21-year-old male, identified as Jacob Hook. Victim one also disclosed that she engaged in sexual intercourse with Hook, who was fully aware she was 13-years-old. The events allegedly occurred during the early morning house (after midnight) of August 21, 2019, in the pool shed of a Leeper residence where she had been staying.

Around 1:00 p.m. on September 7, Trooper Watters conducted an interview with victim one at the Marienville-based State Police barracks. During the interview, victim one disclosed that her friend (victim two) invited her to a sleepover on August 19, and also invited her boyfriend to the sleepover, without her parents’ knowledge. The boyfriend of victim two brought Hook with him, and Hook allegedly brought alcohol and a THC vape pen, which they all consumed.

The complaint notes no further criminal activity was reported to have occurred that night.

According to the complaint, victim one went on to disclose that she then stayed another night at victim two’s house, again staying in the pool shed. Victim two’s boyfriend and Hook were also invited back to the shed and arrived after midnight on August 21, again bringing alcohol and a THC vape pen. Victim one reported consuming the alcohol and the THC vape pen to the point of feeling some effects and disclosed that she then engaged in consensual sexual intercourse, in addition to oral sex, with Hook in the pool shed. Victim one reported Hook then returned to his car with victim two’s boyfriend and left the area.

Hook was fully aware that victim one was only 13 years of age because she told him on the night they were introduced, according to the complaint.

Interview with Victim Two

Around 10:00 a.m. on September 8, Trooper Watters conducted an interview with victim two at the Marienville-based State Police barracks. During the interview, victim two disclosed that she invited victim one to her residence for a sleepover, which was supposed to take place in the pool shed, and victim one came over on August 19. Victim two noted she also called her boyfriend, who said he would be bringing Hook with him because he was 21 and could drive after midnight.

Victim two reported that Hook and victim two’s boyfriend came to the residence around midnight that evening, and brought alcohol and a THC vape pen. She noted they all stayed in the pool house all night with the boys leaving at approximately 3:00 a.m. Victim two further related that she invited victim one to stay at her house for another night, and also invited her boyfriend and Hook to return.

According to the complaint, victim two stated that on the following night, her boyfriend and Hook showed up after midnight and again brought alcohol and a THC vape pen, which they all consumed. She noted she could tell victim one was intoxicated. Victim two went on to report that in the morning, while in the pool shed, she heard victim one and Hook having sexual intercourse, and said Hook and her boyfriend then left.

The complaint notes victim two stated Hook was fully aware victim one was 13 years old because they had told him on the night he was introduced to them.

Interview with 17-year-old Male

Around 4:00 p.m. on September 10, Trooper Nicewonger spoke to a known 17-year-old male at the Marienville-based State Police barracks. According to the complaint, the male stated he had been seeing victim two for the last four or five months, and related victim two had invited him over to her pool house in August.

According to the complaint, the male stated he told victim two he would need to bring someone with him who was 21 because he couldn’t drive after midnight and explained that Hook went with him to the residence and they “hung out” in the pool shed. He also reported that Hook brought alcohol and a THC vape pen, and noted that victim one consumed some of the alcohol and used the THC vape pen. He and Hook then left after a few hours.

The male went on to report that he and Hook went back the following night, arriving after midnight, and Hook again took alcohol to the residence. He noted that during the second night, he heard Hood and victim one having sexual intercourse, possibly twice, according to the complaint. Following the encounter, he and Hook left the residence. The male also reported that on the way home, he and Hook discussed the events of the night, and Hook admitted that he had sexual intercourse with victim one.

Interview with Hook

Around 8:30 p.m. on August 16, Trooper Nicewonger interviewed Jacob Hook at the Clarion-based State Police barracks.

According to the complaint, Hook stated that the 17-year-old male asked him to take him to his girlfriend’s residence in Leeper, and they went up to the residence “after dark.” He reported that when he met the girls, they talked for a while, and both girls told him they were 13 years old. He also allegedly admitted that both girls consumed alcohol that he brought to the residence.

Hook went on to report that he and the 17-year-old male went back again the next night, and the girls again consumed alcohol that he brought. The complaint notes that Hook explained he and the girls were intoxicated and noted that one of the girls was “coming onto him” and kissing him.

According to the complaint, Hook stated that he told the girl “no,” but she was persistent. He allegedly admitted that he engaged in oral sex with the girl, as well as sexual intercourse. The complaint notes that Hook acknowledged that he was told she was only 13 years old the first time he met her. Hook allegedly stated he “didn’t want to have sex with the girl, but she was persistent, and he just let it happen because he didn’t know what else to do.”

Hook was arraigned in front of Magisterial District Judge Timothy P. Schill at 9:30 a.m. on Thursday, September 19.

He remains free on $50,000.00 unsecured bail.

A preliminary hearing is scheduled for 11:00 a.m. on Tuesday, October 8, with Judge Schill presiding.
