According to a criminal complaint, Charlie Andrew Kinstley, 33, of Punxsutawney, was the driver of a motorcycle which allegedly did not display an inspection sticker, and neither Kinstley nor his female passenger were wearing helmets.
When police attempted to conduct a traffic stop along Pine Street in Punxsutawney, Kinstley at first stopped the vehicle and “as (the officer) started to exit (his) vehicle he fled the scene,” the complaint states.
Police pursued the motorcycle between around 2:08 p.m. and 2:49 p.m. on July 18, following as it allegedly failed to stop at any stop signs or intersections, failed to obey any posted speed limit signs, and had a top speed of 75 miles-per-hour, the complaint continues.
“The pursuit went through the areas of Punxsutawney Borough, Bell Township, Young Township, and parts of Indiana County,” the complaint indicates.
The chase ended when the motorcycle ran into a dead end along Gould Lane in Perry Township, Jefferson County, where Kinstley allegedly abandoned his vehicle. A short foot pursuit ensued before he was taken into custody, according to the complaint.
Police later learned there was an active warrant for Kinstley; he did not have a valid driver’s license; and the motorcycle was not registered, the complaint continues.
According to online court documents, Kinstley faces the following charges at district court 54-03-01:
- Fleeing or attempting to elude an officer, second-degree misdemeanor
- Operating a vehicle without a valid inspection, summary
- Driving an unregistered vehicle, summary
- Driving without a license, summary
- Careless driving, summary
- Reckless driving, summary
- Driving an an unsafe speed, summary
- Failure to obey signs at intersections, summary
- Not wearing proper headgear on a motorcycle, summary
According to the complaint, Kinstley was placed in the Jefferson County Jail on the active probation warrant.
Online court documents indicate he is scheduled for preliminary hearing at 11:30 a.m. on August 25, both before District Judge Robert Chambers.
