Punxsy Woman Accused of Medical Neglect, Faces Felony Child Endangerment

PUNXSUTAWNEY BOROUGH, Pa. (EYT) – A Punxsutawney woman is facing felony child endangerment charges after reportedly failing to provide dental treatment to two children with severe tooth decay.

Court documents indicate the Punxsutawney Borough Police Department filed criminal charges against 38-year-old Jessica Ann Carr, of Punxsutawney.

According to a criminal complaint, on March 16, Detective Andrekovich of the Punxsutawney Borough Police Department received a Childine report through Jefferson County Children and Youth Services (CYS) implicating a case of child neglect.

The Childline report indicated Jessica Ann Carr failed to provide juvenile children with proper medical care.

According to the complaint, dental records indicated the two children were treated at Punxsutawney Dental on September 6, 2018, and both had severe tooth decay.

The complaint states Carr then failed to seek follow-up dental treatment for the children as prescribed.

One of the juvenile victims was taken to the Family Health Center of Punxsutawney on February 13, 2020, for treatment of a consistent cough. According to the complaint, during the exam, the doctor noted severe tooth decay and tooth loss.

The complaint notes a Jefferson County CYS employee then obtained dental and medical records for both of the victims. CYS also did a home visit and protective services check on both of the victims.

Carr was arraigned in front of Magisterial District Judge Jacqueline J. Mizerock at 1:30 p.m. on May 20, on the following charges:

– Endangering Welfare of Children – Parent/Guardian/Other Commits Offense, Felony 3 (two counts)

A preliminary hearing is scheduled for 11:30 a.m. on Thursday, June 11, with Judge Mizerock presiding.
