SPRINGDALE TOWNSHIP, Pa. – Pennsylvania State Police arrested a man accused of driving more than 11 miles through seven communities with another man clinging to the hood of his vehicle.
Police said Dwayne Harvard, 46, struck fellow Pittsburgh resident Steven Sutton, 36, with his sport-utility vehicle in Springdale Township following an argument Sunday. Sutton held on to the hood of the vehicle while Harvard drove more than 11 miles through Springdale, Cheswick, and Harmar Townships.
