DONNA, Texas – A Texas man facing conspiracy and voter fraud charges allegedly tried to buy school board votes with cash and bags of cocaine.
Francisco “Frankie” Garcia, 47, of Donna, was arrested by FBI agents Thursday in southern Illinois and is due to appear in court Oct. 9 to face charges of conspiracy and voter fraud for allegedly offering voters $10 cash or a “dime bag” of cocaine worth $10 to vote for his preferred candidates in the Nov. 6, 2012, school board election.
