New Charges Filed Against Brookville Man for Failure to Confine Dogs

BROOKVILLE, Pa. (EYT) — A Brookville man with a prior conviction of failing to keep his dogs regulated is facing new charges for a similar offense.

Court records indicate that the Brookville Borough Police Department filed criminal charges against 35-year-old Frank A. Rossman, of Brookville, in Magisterial District Judge Gregory M. Bazylak’s office on November 15.

According to a criminal complaint, on November 10, at approximately 2:26 p.m., Brookville Police Officer Andrew Turnbull responded to the 100 block of East Main Street for two loose dogs on the roadway.

Officer Turnbull was informed by Jefferson County 9-1-1 Center that the dogs belonged to Frank Rossman and that they were commonly loose. Officer Turnbull asked the department’s administrative assistant to call Rossman to assist in capturing his dogs. Rossman did not answer the call, and he did not have a voicemail, the complaint states.

According to the complaint, Officer Turnbull arrived in the area and saw two dogs run from the front port/garage area of Rossman’s residence on Grant Street in Brookville. He was able to catch one of the dogs by the collar. The second dog was looped with a capture pole, but it escaped while Officer Turnbull attempted to place it in his patrol vehicle.

The first dog was transported to the borough kennel, the complaint notes.

A review of Rossman’s public records indicated that he had a prior conviction in September 2023 for failing to keep domestic animals regulated, in addition to other pending cases for the same offense, according to the complaint.

According to court records,  a preliminary hearing for Rossman is scheduled for December 11, at 9:15 a.m., on the following charges in front of Judge Bazylak:

  • Confinement and control Within Premises of Owner, Misdemeanor 3 (two counts)
