Brockport Woman Allegedly Shuts Victim’s Arm in Car Window, Drags Him with Vehicle

handcuffsSNYDER TWP., Pa. (EYT) – A Brockport woman has been accused of assault, credit card theft, drug possession, and other offenses stemming from incidents that occurred in Snyder Township, Jefferson County.

According to court documents, DuBois-based State Police filed criminal charges against 29-year-old Chelsie Renee Knapp, of Brockport.

According to a criminal complaint, on June 23, PSP DuBois received a call indicating that Chelsie Renee Knapp engaged in a fight with a known, male victim who was bleeding; consequently, around 11:55 p.m., Troopers Knight and Mitchell, of PSP DuBois, were dispatched to a residence on Clay Plant Road, in Snyder Township. Brockway Area Ambulance Service was also dispatched to the scene.

The complaint indicates that blood and cuts on both right and left arms, elbows, and a cut and blood on the right knee of the male victim were observed by the officers.

The accused – Chelsie Knapp – had left the scene in an unknown direction prior to the arrival of authorities.

The victim stated that he arrived home from work at approximately 11:20 p.m., and an altercation with the accused ensued.

According to the complaint, during the altercation, Knapp allegedly threatened to harm herself.

As the altercation escalated, the male victim told Knapp “to get out of his house, and she went onto the back porch, turned around, and kicked the sliding glass door. She came back into the house and got the keys to a known woman’s vehicle and went to the garage. (The male victim) followed (Knapp) to the garage and told her she was not permitted to take either of his vehicles,” the complaint continues.

According to the complaint, “(Knapp) got into the driver’s side of the male victim’s Chevrolet Equinox, and the driver’s window was down. (The victim) attempted to retrieve the keys and garage door opener out of the vehicle, then (Knapp) started the vehicle, opened the garage door, and shut the victim’s right arm between the window and frame of the driver’s door. (Knapp) began to drive the vehicle out of the garage and through the driveway dragging the victim by the arm.”

The victim related that “he lost his footing and was being dragged by the vehicle and eventually pulled his arm out from the window and fell in the gravel driveway. He reported that he got the wind knocked out of him, cut both his elbows and forearms, and got a cut on his right knee,” the complaint continues.

The victim indicated that he “got up, was hit by (Knapp) with an open hand, and then he retrieved his keys. He went into the house and (Knapp) followed. (Knapp) began to get in (a known, female victim’s) face and yelled in a very aggressive manner. The male victim stood in between the two of them and was pushed by (Knapp). The male victim called PSP DuBois at this point, and (Knapp) got on the other line and began to scream things over the phone, and the male victim hung up and went to his bedroom,” the complaint states.

Knapp returned to the residence and was interviewed in the driveway by police. She allegedly said she was at a party in Brockway Borough, entered into a physical altercation with an unknown woman, got a ride home with (a known woman), and then got into a fight with (the male victim)….She also indicated that she needed to go for a ride, and when she was pulling out of the garage, the victim stuck his arm into the vehicle and it “got stuck in the window.”…She allegedly said the victim was walking beside the car and eventually fell. She said that “she thought he was faking it because he got up right away,” according to the complaint.

The male victim told police that due to statements that Knapp made, he wanted to file a 302 warrant for her to get a mental health evaluation. Knapp was being transported to PSP DuBois, and her purse was searched. “An Excedrin Migraine bottle was found within her purse. Within this bottle was 11.5 pills that were wrapped in a cigarette cellophane wrapper. The pills were identified as Alprazolam, which is a Schedule IV drug and (Knapp) did not have a prescription for these pills,” the complaint indicates.

Also, “during the search of (Knapp’s) purse, a known woman’s bank credit card and a receipt wrapped around this card were found.” It was learned that three fraudulent purchases were made on the stolen credit card. The female victim related that she was at the same party that Knapp was at in Brockway, according to the complaint.

Based on his investigation, Trooper Knight filed the following charges against Knapp in Magisterial District Judge David B. Inzana’s office.

– Intentional Possession Controlled Substance By Person Not Registered, Misdemeanor
– Theft By Unlawful Taking-Movable Property, Misdemeanor 1
– Receiving Stolen Property, Misdemeanor 1
– Access Device Issued to Another Who Did Not Authorize Use, Misdemeanor 1 (three counts)
– Simple Assault, Misdemeanor 2
– Recklessly Endangering Another Person, Misdemeanor 2
– Harassment – Subject Other to Physical Contact, Summary (three counts)

A preliminary hearing is scheduled for 9:00 a.m. on August 18 in front of Magisterial District Judge David B. Inzana.
