The charges stem from an incident that occurred following a report of a retail theft in Brookville Borough.

Details of the case:

According to a criminal complaint, around 10:09 a.m. on October 20, Brookville Borough Police were dispatched to the Travel Centers of America location on Allegheny Boulevard for a report of a retail theft in progress after it was reported that a woman was attempting to leave the property with a purse she failed to pay for.

The complaint states at the scene, police found the woman, who identified herself as “Felicia Smith,” walking from the diesel fuel island to the truck stop carrying two purses, one black purse with a hand sanitizer hanging from it and one multi-colored purse with a tag hanging from the side.

Police then spoke to several witnesses who identified “Smith” and stated they saw her walk outside with the purse. One witness stated “Smith” was trying to leave with the purse when she asked “Smith” to pay for it. “Smith” allegedly stated she had to find her friend to pay for the purse, and she was asked to leave the purse at the desk until she could find her friend. She allegedly refused and walked out with the purse, which was when police arrived at the scene.

According to the complaint, “Smith” told police she was not trying to steal the purse but was going to find her friend to get money to pay for it.

The complaint notes that after handing the purse to police, while the officer was attempting to get information from the manager, “Smith” walked out of the door again. When the officer followed, explained she was under arrest for retail theft, and asked her to put her hands behind her back, she allegedly refused and began to resist arrest.

Chief Vince Markle was then contacted for back-up, while “Smith” was handcuffed and frisked before being placed in a patrol vehicle.

According to the complaint, she was found to be in possession of a small angel figurine, as well as a purse and a small canister of pepper spray that was attached to her front hip.

Police then spoke to the known man “Smith” had said she was waiting for, to pay for the purse. The complaint states the known man offered to bag up her possessions, which he told police were stolen from other truck stops along the route from Chicago.

“Smith” was then transported to the Brookville Borough Police Department.

The complaint notes when police used the name, birth date, and address she gave, they were unable to find her in the system. She was then transported to the Jefferson County jail for a live scan, which found no record of her in Pennsylvania.

According to the complaint, it wasn’t until “Smith” admitted she had been previously arrested by the Chicago Police Department that police were able to positively identify her as Setina Robinson.

Robinson, who has an identifying tattoo on her left wrist area that says “RIP TONNIE” also has two FBI numbers in the system, according to the complaint, one of which was under Setina Smith and another under Setina Robinson.

Robinson was arraigned in front of Magisterial District Judge Gregory M. Bazylak at 4:50 p.m. on October 20.
