Details of the case:

According to a criminal complaint, around 12:50 a.m. on August 5, Punxsutawney-based State Police were making an unrelated traffic stop when they observed a dark-colored ATV side-by-side approaching US 322 from State Route 950.

The troopers noted the vehicle turned off its lights when approaching, and the driver of the side-by-side then spoke to the driver of a sedan before entering US 322 just as the troopers were finishing the previous traffic stop. The troopers then activated the patrol vehicle’s lights to initiate a traffic stop on the ATV.

According to the complaint, the operator of the ATV then fled and passed two vehicles in a no-passing zone. The troopers chose not to pursue due to safety concerns. However, they did initiate a traffic stop on the sedan that had been parked by the side-by-side for an unrelated traffic violation.

The complaint states the driver of the sedan identified the operator of the side-by-side as Shad Bowker and then called Bowker and told him to return to the scene.

One of the troopers also spoke to Bowker on the phone, and Bowker allegedly stated, “you never turned your lights on when you were behind me,” and said he would not return to where the troopers attempted to stop him but would agree to meet on Reservoir Road.

The troopers then encountered Bowker standing on the road and spoke to him. The complaint notes the troopers smelled a strong odor of alcohol on Bowker’s breath and asked if he had anything to drink. Bowker allegedly admitted to drinking as well as taking Xanax.

According to the complaint, Bowker appeared very intoxicated and was exhibiting erratic behavior. He was placed into custody and transported to Punxsutawney Area Hospital for a legal blood draw.

The complaint also states that during further questioning, Bowker admitted to running from the troopers on his ATV.

The charges were filed against Bowker through Magisterial District Judge David B. Inzana’s office on August 5.
