The charges stem from an incident that occurred in Young Township in mid-August.

Details of the case:

According to a criminal complaint, around 1:55 p.m. on August 16, Punxsutawney-based State Police came across a red Toyota RAV4 traveling on State Route 119, in Young Township, Jefferson County, and found a query of the vehicle registration plate showed the registered owner was wanted for a parole violation. The trooper then activated his lights and siren for a traffic stop.

When the trooper approached the vehicle, the driver would only open his window approximately two inches. When asked for his license, registration, and insurance, he asked why he was being pulled over. After he was told about the warrant for the registered owner, the driver stated the vehicle belonged to his father, the complaint states.

However, the complaint notes that when asked, the driver admitted he was also on the registration for the vehicle. He was asked several times for his license to verify his identity before finally handing it to the trooper. He was then identified as Hank C. Petrillo, and police also confirmed there was an active warrant for his arrest.

Petrillo was then asked to exit the vehicle and was placed into custody.

According to the complaint, the trooper then observed rolling papers on the dash of the vehicle and small rubber bands on the driver’s seat, both of which can be indicators of possible drug use. The trooper also noted several backpacks in the vehicle as well as several lockboxes.

The passenger was then asked if there was anything illegal in the vehicle. She reportedly stated: “I have to (expletive) really bad, and I don’t want to write a statement. There’s marijuana in the vehicle, but I don’t know where it is.”

A search of the vehicle was then conducted.

The search discovered a black backpack that contained drugs and drug paraphernalia, as well as several other containers that were found to hold drugs and paraphernalia, according to the complaint.

Petrillo was then put through a Drug Recognition Experts (DRE) evaluation and was determined to be under the influence of a controlled substance. He was subsequently transported to the Punxsutawney Area Hospital for a legal blood draw. A later toxicology report showed positive findings for amphetamine and methamphetamine, the complaint states.
