Police: Over 100 Charges Filed Against Area Woman Caught With Heroin, Cocaine, Meth in Brookville Borough

BROOKVILLE BOROUGH, Pa. (EYT) – Over 100 drug-related charges have been filed against an area woman who was reportedly caught in possession of heroin, cocaine, methamphetamine, and several prescription medications in Brookville Borough earlier this year.

Court documents indicate the Punxsutawney-based State Police filed criminal charges against 39-year-old Cayla Ann Royer, of DuBois.

The charges stem from a traffic stop on Interstate 80 at mile marker 78.4 in Brookville Borough, Jefferson County.

According to a criminal complaint, around 1:20 a.m. on May 25, Punxsutawney-based State Police were stationed on Interstate 80 in the median observing eastbound traffic when they saw a silver 2009 Chevrolet traveling east at a rate of speed noticeably slower than the posted speed limit of 70 miles per hour. As the vehicle went by, they saw the driver was a woman with red hair.

Police then pulled onto the eastbound lane and began following the vehicle toward Brookville.

The complaint notes a query of the license plate showed the vehicle was registered to Cayla Ann Royer, whose photo matched the woman driving the vehicle. Police then also discovered Royer’s license was DUI-suspended, and she had an active warrant out of Clearfield County.

Police then activated their emergency lights to attempt a traffic stop on Royer’s vehicle at the Brookville exit ramp of Interstate 80, and Royer reportedly stopped the vehicle on the left side of the exit ramp.

According to the complaint, Royer was unable to provide her driver’s license but did provide a valid Pennsylvania ID-only card. Police also found the front seat passenger, identified as Lucas Dan Webb, had warrants out of Clearfield and Jefferson Counties.

When asked where she was coming from, Royer told police they were on their way from Oil City to her residence. She was also asked about anything in the vehicle police should be aware of, and reportedly said there was nothing in the vehicle, but was noticeably nervous while being questioned, according to the complaint.

Royer told police she had just gotten a flat tire and was using a donut tire because she needed to buy replacement tires. However, she was unable to give a time when her tire was flattened or say what town she was near when it went flat. She also reportedly claimed her driver’s license should not be in a suspended status because she had a court hearing for the suspension, but then further explained she had not had a license since 2011. She also admitted she was on state parole, according to the complaint.

Royer was also unable to give details about their day in Oil City. She told police she left her residence around 2:00 p.m. to go to Oil City, but Webb stated they left for Oil City in the morning, not in the afternoon. Royer also continually denied the presence of any drugs in her vehicle, but when asked for consent to search the car, she said she “had some (expletive) in there and did not want to get in trouble,” and refused to give consent for a search, the complaint notes.

After being denied consent to search the vehicle, police were advised by Jefferson County Control to take Webb into custody for his outstanding Jefferson County warrant. Webb was then taken into custody without incident.

Police explained to Royer they had probable cause to seize and search the vehicle and could either search with her consent or impound the vehicle and serve a search warrant. Royer then asked Webb if he had anything illegal in the vehicle, and Webb admitted to Royer he had two crack pipes and a meth pipe in the passenger door. The items were then seized to be entered into evidence, the complaint indicates.

According to the complaint, Royer continued to refuse consent to search the vehicle, and due to Royer and Webb both having extensive drug history, police had reason to believe there were additional drugs and paraphernalia inside the vehicle, so it was towed from the scene.

A search warrant for the vehicle was obtained on June 1.

According to the complaint, the search yielded the discovery of one ziplock bag of suspected raw heroin, ten “New Control” stamp bags of suspected heroin, four “Yoshi” stamp bags of suspected heroin, three containers of suspected crack cocaine, a bag containing twelve suspected Xanax bars with one pill, suspected methamphetamine in a ziplock bag, thirteen suspected Klonopin pills in a bottle, one container with suspected baking soda, thirty-one empty stamp bags, one ziplock bag containing various sizes of rubber bands, one glass vial with a red lid, one plastic scooper, one empty foil bag, three metal spoons, two cut plastic straws, one glass methamphetamine pipe, one metal crack cocaine pipe, two containers of Narcan, one digital scale with residue, one plastic container with wax paper and residue, one credit union member card in Webb’s name, and one bag containing miscellaneous ziplock bags.

Royer was arraigned in front of Magisterial District Judge Gregory M. Bazylak at 1:45 p.m. on December 9, on the following charges:

– Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony (five counts)
– Possession of Controlled Substance, Felony (five counts)
– Use/Possession of Drug Paraphernalia, Misdemeanor (92 counts)
– Habitual Offenders, Misdemeanor 2
– Drive While Operator Privilege Suspended or Revoked, Summary

Unable to post $100,000.00 monetary bail, she was lodged in the Jefferson County Jail.

A preliminary hearing is scheduled for 11:15 a.m. on December 21, with Judge Bazylak presiding.

Court documents indicate Royer has a criminal history dating back to 2007 with several DUI convictions as well as convictions for child endangerment and controlled substances.

According to court documents, Webb currently has two cases pending in the Jefferson County Court of Common Pleas, with jury selection scheduled for January 10 on a felony drug case.
