CHANDLER, Arizona – A driver in Arizona was busted cheating on the highway by utilizing a dummy as a fake passenger in the carpool lane.
Photos tweeted by the Arizona Department of Public Safety showed the driver pulled over and reminded residents they can be cited for HOV lane violations.
