Sex Offender Who Disappeared From Area Shelter Waives Hearing

JEFFERSON CO., Pa. (EYT) – A registered sex offender who reportedly left an area shelter and did not update his address as required by Megan’s Law waived his hearing in court on Tuesday.

Court documents indicate a second-degree felony count of Transient – Fail to Verify Address or be Photographed filed against 38-year-old Troy Lowell Bussey, of Brockway, was waived for court on Tuesday, September 29.

The charge has been transferred to the Jefferson County Court of Common Pleas.

Bussey remains lodged in the Jefferson County Jail pending $20,000.00 monetary bail.

The charge stems from an investigation into a Megan’s Law offender who failed to report a change of address as required by law.

Details of the case:

According to a criminal complaint, Troy Lowell Bussey verified his address with Megan’s Law on June 2, then on July 2, he reportedly walked away from the Just For Jesus shelter.

On July 14, DuBois-based State Police spoke with a representative of the Just For Jesus shelter who reported Bussey walked away in the middle of the night on July 2. The representative noted he does not know where Bussey was going because Bussey left without telling anyone, according to the complaint.

Police then checked the Megan’s Law site and found that the last time Bussey had verified his address was on June 2. After Bussey left the shelter, he failed to register his new address within three business days as required by law, the complaint notes.

The charge was filed through Magisterial District Judge David B. Inzana’s office on July 23.

According to the Pennsylvania Megan’s Law website, Bussey was convicted of institutional sexual assault of a minor on March 22, 2017.

His registration began on August 5, 2017.
